Jesse Osborne is a geographer by training with academic specialization in remote sensing and geographic information systems. He earned both his undergraduate and graduate degrees from the University of Maryland, Baltimore County (UMBC). With more than 20 years of experience spanning geospatial analytics and artificial intelligence, Jesse has held a wide-range of roles, from analyst to Chief Technology Officer, supporting over 30 agencies and organizations across the U.S. federal government.

Career highlights include developing an AI model that accurately predicts walking traversal times across non-networked terrain, earning a patent for a computer-vision model that automates document quality control, and authoring and teaching the geospatial-intelligence curriculum at the FBI Academy. Today Jesse serves as a data scientist at the NAPSG Foundation, a 501(c)(3) nonprofit that provides free resources and technology to the public safety community. He leads the design and development of LINK (Local Infrastructure Network Knowledge), an AI-powered application that allows public safety professionals to ask complex questions about infrastructure networks using plain natural language.
